Alpha Plus Consulting, founded in 1999 by independent economists, is a private advisory group delivering high-quality management and development consulting grounded in rigorous analysis and deep sectoral expertise. Guided by the principle of “going deeper before expanding broader”, we focus on building specialised, high-value capabilities rather than positioning ourselves as a universal consultancy. Over 25 years, this approach has made us a trusted partner for corporations, governments, and international institutions, with strong competencies in enterprise surveys and benchmarking, project design and evaluations, household and sectoral research, market and subsector analysis, productivity and competitiveness studies, and private sector and enabling environment reforms. Our clients include Microsoft, Orange, National Instruments, Synopsys, Philip Morris, Pernod Ricard, Marriott, and major development partners such as the World Bank, OECD, EBRD, OSCE, USAID, KfW, ILO, IFAD, EU-funded programmes, and others. We work across agribusiness, manufacturing, ICT, finance, and service sectors and advise on private sector development, entrepreneurship and innovation, export promotion, regulatory impact assessment, competition policy, migration and remittances, etc. We have completed projects and assignments in Armenia, Uzbekistan, Moldova, Kyrgyzstan, the UAE, India, Tajikistan, Georgia, and Bosnia and Herzegovina, bringing global perspectives to local development challenges.
Latest Work
Highlighting our recent advisory and research projects.

2024: Startup SME study in Kyrgyzstan
The World Bank entrusted us with a high-profile assignment to strengthen the start-up ecosystem in Kyrgyzstan. Our team led the full cycle of a nationwide empirical study of 200 emerging enterprises—delivering a rigorous, insight-driven assessment that now serves as a cornerstone for evidence-based policy and programme design.
We designed a comprehensive survey framework tailored to the dynamics of early-stage firms, ensuring a balanced representation across regions, industries, and management demographics. This included developing a clear and intuitive survey instrument, pilot-testing it to refine clarity, and training the local implementing agency’s enumerators to ensure uniform, high-quality data collection practices. Through meticulous data quality control and verification procedures, we safeguarded the integrity of every datapoint while also creating a structured and efficient database for long-term use.
Our analytical team then applied robust quantitative and qualitative methods to extract meaningful insights—identifying patterns, constraints, and growth opportunities within Kyrgyzstan’s start-up landscape. The findings were synthesised into a concise, high-impact analytical report and a stakeholder-ready presentation that clearly communicated the realities, challenges, and potential pathways for supporting innovative enterprises across the country.
The project was delivered with a full package of outputs: a validated survey instrument, a trained enumeration team, a quality-assured database, and a well-received analytical report. Most importantly, the work provided the World Bank and national stakeholders with reliable, actionable data—strengthening their ability to shape effective entrepreneurship policies and targeted support programmes.

2025: Green growth in Uzbekistan
We are proud to contribute to one of Uzbekistan’s most ambitious climate-finance initiatives under the global programme “Bridging the Gaps of Climate Finance in Central Asia”. Through a deeply structured and engagement-driven assignment, our team delivered a comprehensive package of analytical, institutional, and capacity-building services designed to unlock green finance opportunities for the country’s financial sector.
Our work began with a complete mapping of Uzbekistan’s climate finance ecosystem—its regulatory environment, institutional maturity, financial instruments, and existing barriers. We conducted targeted interviews with government bodies, commercial banks, and international partners, providing GGGI with the country’s most detailed and insight-rich diagnostic to date. This evaluation served as the basis for pinpointing high-potential beneficiary institutions and formulating the nascent Sustainable/Green Finance Framework or Facility (SGFFF) for Uzbekistan’s financial sector.
A hallmark of the assignment was its inclusive stakeholder engagement. We worked directly with the Ministry of Economy and Finance, the Ministry of Ecology & Climate, the Central Bank, leading commercial banks, and development partners such as GGGI, GIZ, and UKFCDO. We supported the organisation of the GGGI-GIZ project launch workshop, coordinated institutional interviews, and maintained a clear, agile communication structure to ensure alignment at every stage.
Beyond research, our team delivered a full capacity-building cycle—designing and conducting a diagnostic survey, developing tailored training materials, and implementing a national workshop that strengthened banks’ understanding of climate finance instruments, reporting frameworks, and international standards. This culminated in a structured longlist and shortlist of institutions best positioned to become national leaders in green finance.
Our contribution concluded with hands-on support to the selected partner bank in developing the SGFFF, covering governance, eligibility criteria, operational guidelines, and reporting standards fully aligned with global good practices. By combining rigorous research, market engagement, and advanced technical support, we helped create a strong platform for Uzbekistan’s financial institutions to access and mobilise climate finance at scale.
This work shows that our company is becoming a leader in green finance, integrating ESG, building institutional capacity, and providing advice on climate-related finances—achieving clear results that improve national resilience and speed up sustainable economic change.
