Industries and Sub-sectors

Social Protection and Community Development

APC has implemented multiple beneficiary assessments and poverty-related assignments focusing on community-level service delivery and the impact of social investments. The firm conducted ASIF III beneficiary assessments across Armenian regions, evaluating micro-project outcomes in education, potable water, community centers, and healthcare infrastructure. APC also supported the Government of Armenia and the World Bank in strengthening PRSP monitoring systems, establishing indicators, developing methodologies, and designing capacity-building programs for national and regional institutions. These assignments underscore APC’s expertise in community engagement, impact evaluation, and social development policy.

Migration, Labor Markets, and Remittances

APC has conducted some of the region’s most substantive research on migration and remittances. For the World Bank, the firm examined savings and investment behavior among migrant households, assessed financial product availability, and identified mechanisms to channel remittances into productive uses. For the ILO, APC carried out a large-scale study of migrant households, savings patterns, and investment potential across Armenia’s regions. These assignments illustrate APC’s ability to design and implement sophisticated migration-related surveys, analyze labor market dynamics, and provide policy-relevant recommendations for leveraging remittances for development.

Private Sector Development and Business Environment

APC’s portfolio includes substantial work focused on competitiveness, administrative simplification, and investment climate improvement. The firm has carried out sub-sector analyses for manufacturing industries (e.g., the leather and skin sector for DAI/ASME), provided M&E for large-scale regulatory reforms, and supported export promotion institutions. APC evaluated the export promotion services of the Armenian Development Agency, assessed trade-related barriers, and produced recommendations for strengthening institutional performance. For the World Bank, APC contributed to the Country Private Sector Diagnostic for Georgia, analyzing bottlenecks to growth, competition constraints, and opportunities for sector expansion.

Women’s Entrepreneurship and Gender

APC has implemented multiple gender-focused assignments addressing entrepreneurship, financial inclusion, and economic empowerment. For the World Bank, the firm carried out “Making Women’s Voices Count,” identifying constraints faced by women entrepreneurs and proposing policy solutions. APC also did the ADB-funded Study on women entrepreneurship in Armenia, which looked at the business climate, financial barriers, sectoral patterns, and support systems that affect women-led businesses. Evaluations of microfinance programs for UMCOR (AREGAK) and ECLOF India further contributed to APC’s understanding of gender dynamics in access to finance, household decision-making, and enterprise development. These assignments demonstrate APC’s strong gender-responsive analytical capacity.

Agriculture and Rural Development

Agriculture is one of APC’s strongest sectoral areas. The firm has conducted extensive rural and farmer surveys, evaluated agricultural value chains, and advised PFIs on agricultural lending technologies. For SBFIC and KfW, APC supported the introduction of agricultural value-chain finance (VCF), analyzed priority chains, and designed loan products tailored to the needs of farmers and processors. APC also assessed rural finance needs, evaluated agricultural strategies (Oxfam/Ministry of Agriculture), and carried out beneficiary assessments for community-level agricultural infrastructure investments (ASIF III). These engagements highlight APC’s deep understanding of production systems, rural credit, value chain dynamics, and institutional structures affecting the agricultural sector.

Banking and Finance

APC has a long track record of advising the financial sector—commercial banks, MFIs, and development finance institutions—across credit risk management, product development, credit reporting, and access to finance. The firm conducted Armenia’s first feasibility study for a national private credit reporting system (OSCE/World Bank), carried out multiple demand studies for credit bureau services, and supported the establishment of a credit guarantee facility (KfW/SBFIC). APC has repeatedly evaluated microfinance operations (UMCOR’s AREGAK, ECLOF India), assessed lending technologies, and provided due diligence and capacity building for banks. The firm also developed guidelines for renewable energy lending under KfW’s program, integrated climate-risk considerations into agricultural lending, and delivered advanced training in sustainable finance (GGGI). This combined experience positions APC as a leading regional advisor in financial sector development.

Public Administration and Governance

A major strength of Alpha Plus Consulting is its deep involvement in public administration reform, regulatory modernization, and institutional capacity building. APC played a central role in evaluating and strengthening Armenia’s Regulatory Guillotine reform, including developing monitoring systems, assessing administrative barriers, measuring reform impact, and training ministerial staff. The firm has also helped the OSCE by introducing tools for Regulatory Impact Assessment (RIA), looking at how Armenia manages its regulations and suggesting ways to make things easier for businesses. Additionally, APC improved the monitoring and evaluation system for Armenia’s PRSP, helping the government design indicators, methodologies, and reporting structures. These assignments demonstrate the firm’s long-standing expertise in governance, reform implementation, and evidence-based policymaking.

Transport and Infrastructure

Within the transport and infrastructure sector, APC has examined the wider economic and financial implications of infrastructure reforms and large-scale projects. Through work for the Ministry of Economy of Armenia and the World Bank under the Regulatory Guillotine Project, APC assessed the regulatory and administrative constraints facing transport-related businesses, evaluated procedural inefficiencies, and measured their impact on logistics-intensive sectors. In Moldova, APC’s review of financing mechanisms for local service providers covered public utility infrastructure planning and investment coordination. These engagements highlight APC’s cross-cutting ability to evaluate infrastructure-related regulatory frameworks, investment needs, and institutional performance.

Software and ICT

APC has advised leading global ICT companies on market development, economic impact, and business environment constraints. Assignments for Microsoft, Synopsys, and National Instruments involved enterprise surveys, market studies, and assessments of innovation ecosystems contributing to Armenia’s growing tech sector. The firm’s research helped quantify the contribution of ICT firms to the national economy, identify regulatory and workforce bottlenecks, and support investor decision-making for R&D and operational expansion. APC’s insights have helped multinational technology companies better understand local market potentials, labor market capacities, and competitive positioning within the broader regional tech landscape.

Water and Sanitation Management

Alpha Plus Consulting has supported multiple international partners in improving the governance, financing, and strategic planning of water and sanitation systems. For the OECD in Moldova, APC developed a unified Mid-Term Action Plan for the national Water Supply and Sanitation Strategy, aligning sector objectives with EU standards, strengthening institutional coordination, and designing a coherent policy and investment framework. The firm has also assisted the OSCE in reviewing domestic financing mechanisms in the Moldovan water and sanitation sector, assessing affordability, sustainability, and territorial disparities. These assignments demonstrate APC’s strong capability to design actionable sector strategies, evaluate financing systems, and provide evidence-based recommendations for improving service delivery and long-term infrastructure sustainability.
